Vintage SHEAFFER White Dot Ballpoint Pen & Pencil New in Case HARMON ELECTRIC?

Appear to be new, old stock. Pencil has lead and is in working condition.  The pen does not
write.  I assume the ink has dried and needs to be replaced.  I do not know age.
Good pictures reflect condition more accurately than descriptive words, but I will
